This looks very similar to the altimeter depicted in the JN-4D Curtiss Jenny cockpit at the US Naval Aviation Museum website

The aircraft from which this instrument was removed appears to have had an upper operating limit of 2800 RPM judging from the limit markings in thin red tape that have been applied upon the numerical scale beneath the glass

Embossed on the face (black on black) is AC USArmy (Air Corps), so it is pre March 1942 vintage. The C 12 indicator was used in a variety of WW2 aircraft, primarily trainers.
