Fitted waist with small snap fasteners and hook to waistband and a full silhouette with midi length, sewn in gathers to the waistband. Fabric is light and airy, it's similar and weight and texture to cotton but feels like it could be viscose cotton blend. I would estimate 70s era, at least for the fabric,
